Walla Walla County Department of Public Works is requesting qualifications from archaeological consultants to provide cultural monitoring and archaeological services for the Mill Creek Road MP 6.5 to MP 8.0 reconstruction project, with qualifications due August 10, 2026 at 1:00 p.m. PDT. This is a federally funded project under Federal Aid No. FLAP-K364(008) subject to FHWA and WSDOT standards, with a 0% DBE goal.
The scope includes obtaining an archaeological excavation permit, conducting on-site monitoring for approximately 30 working days during ground-disturbing activities, and preparing a comprehensive archaeological monitoring report in accordance with the Cultural Resource Survey Report and applicable state and federal standards. The consultant must specialize in cultural resources. The Mill Creek Road project involves reconstructing and widening the corridor between Blue Creek Road and Scenic Loop Road, upgrading travel lanes from 10 feet to 11 feet and adding 5-foot paved shoulders with 8-foot sloped gravel shoulders, along with safety and drainage improvements. Construction is anticipated to begin in May 2027 and conclude by December 2027.
The anticipated maximum contract value is $100,000 over approximately one year, with compensation structured as negotiated hourly rates. Walla Walla County retains the option to extend the contract for additional time and money as necessary. Evaluation criteria include qualifications of prime and subconsultant personnel, experience with similar work, demonstrated ability to meet schedules, methods and techniques employed, and overall proposal quality. Interviews are scheduled for August 24–27, 2026, with a notice of award anticipated August 31, 2026. Submittals are limited to 15 single-sided pages excluding covers and must be delivered in four original bound paper copies; electronic submissions will be deemed non-responsive.
