About this opportunity
Cape Fear Public Utility Authority is requesting qualifications from materials testing firms to support the Southside Water Reclamation Facility expansion project, with statements of qualifications due June 25, 2026 at 2:00 PM.
The scope encompasses soils testing for compaction and classification, pavement testing for thickness and density, concrete testing for composition and strength, structural steel and weld inspections, and specialty inspections as required by building code. The expansion involves scaling the existing 12 MGD treatment plant to 20 MGD and constructing preliminary treatment, clarifiers, secondary and tertiary processes, UV disinfection, dewatering buildings, and administration facilities. Firms must demonstrate experience with large water and wastewater treatment plant expansions, regional soil types common to North Carolina, NCDOT and City of Wilmington roadway material standards, and various concrete mixes.
The contract term is one year upon execution with options to renew for up to five additional one-year terms. The selected firm will report directly to CFPUA while coordinating with contracted engineering consultants and inspectors. Insurance requirements include General Liability ($1 million per occurrence / $2 million aggregate), Workers Compensation ($500,000 / $500,000 / $500,000), Auto Liability ($1 million combined single limits), and Professional Liability (not less than $2 million per loss), with CFPUA named as additional insured on applicable policies.
Qualifications will be evaluated on project understanding and approach (20 points), relevant firm experience (35 points), overall staff experience (25 points), and record of success (20 points). Submittals are limited to 25 pages or less (excluding cover page, table of contents, and appendices) in PDF format, submitted to bids@cfpua.org. Questions are due June 16, 2026 at 2:00 PM. Firms must provide documentation of five similar projects with testing summaries and owner references. CFPUA reserves the right to reject any or all submittals, and scope of work and fee schedule will be negotiated with the selected firm.
