About this opportunity
Yuba County (on behalf of the Department of the Air Force) is soliciting quotations for landscaping services at Sepulveda Air National Guard Station in Van Nuys, California under RFQ W50S6U26QA019, with offers due July 30, 2026. This is a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, restricting competition to certified SDVOSB firms.
The scope encompasses grounds restoration across approximately 387,366 square feet, including vegetative debris management, stump removal, vegetation reduction, commercial-grade weed suppression installation, finished mulch surfacing (approximately 16,894 square feet), removal of five palm trees, installation and 90-calendar-day establishment of twelve 15-gallon Desert Willow trees, and complete site cleanup and restoration. Performance occurs at the Air National Guard Station during operating hours 5:00 a.m. to 3:00 p.m., Monday through Friday, excluding federal holidays. Contractor personnel must obtain base identification and vehicle passes and comply with all installation security, safety, and operational regulations. A one-year warranty covering workmanship, installation, and material defects is required following Government acceptance.
The contract award amount is $9.5 million on a firm-fixed-price basis. The Government evaluates quotations based on two approximately equal factors: price and past performance. Vendors may submit up to three recent and relevant past-performance references; preference is given to efforts demonstrating landscaping, grounds maintenance, vegetation management, tree removal, debris removal, and site restoration experience. Quotations must comply with material RFQ and Performance Work Statement requirements. Payment is processed through Wide Area Workflow (WAWF) using Invoice 2-in-1 (Services) document type following Government acceptance of completed work. The contracting officer is Kristian Martin Perlas, (786) 993-3780.
