About this opportunity
The City of Kirkland is requesting qualifications for design consulting services on the Lake Washington Boulevard Pedestrian Safety Enhancement project at two intersections (NE 59th Street and NE 58th Street), with qualifications due September 10, 2026 at 4:00 p.m. Pacific Time. At least three firms will be selected for in-person interviews September 28–30, 2026, and final selection will be announced October 7, 2026.
The scope requires the selected consultant to deliver 30%, 60%, 90%, and final Specifications and Estimates (PS&E) design packages covering signal modifications, rectangular rapid flashing beacon installations, ADA ramp modifications, median island design, lighting analysis, stopping sight distance analysis, vegetation management, environmental permitting, and traffic control planning. The consultant will also provide engineering support during bid process and construction. Work is federally funded through design and construction phases under Federal Aid HSIP-1888(013).
A voluntary Small Business Enterprise (SBE) goal of 10% of the consultant agreement value applies to the design phase, with zero mandatory Disadvantaged Business Enterprise (DBE) goals; however, outreach efforts to provide SBE maximum practicable opportunities are required. The consultant must be non-debarred and obtain a City of Kirkland Business License. Required insurance includes workers' compensation, commercial general liability ($1 million per occurrence / $2 million aggregate), and business auto liability ($1 million combined single limit).
Compensation is based on negotiated hourly rates for direct labor and indirect costs plus fee, plus reimbursable direct non-salary costs such as travel and supplies, under 48 CFR Part 31. The selection committee will evaluate qualifications using weighted criteria: qualifications and expertise of key personnel (15 points), firm experience (10 points), ability to meet schedule (10 points), past performance and references (15 points), in-house expertise (10 points), familiarity with WSDOT/FHWA standards (15 points), DBE approach and commitment (15 points), and approach to project (10 points). Notice to proceed is expected in December 2026, with design completion targeted for Summer 2027. Questions are due September 1, 2026. The contract will be executed under a WSDOT Local Agency Professional Services Negotiated Hourly Rate Consultant Agreement.
