About this opportunity
Kitsap County Public Works Sewer Utility is requesting qualifications for engineering consultant services to design and provide construction support for the Kitsap 29 Utility Relocations project, with Statements of Qualifications due June 16, 2026 at 2:00 p.m. PST. This is a two-step competitive selection: shortlist interviews are scheduled for July 9, 2026, with anticipated contract award on August 24, 2026.
The project addresses utility relocations required by the Washington State Department of Transportation's Kitsap 29 Remove Fish Barriers Project across state routes SR-3, SR-104, SR-303, SR-307, and SR-308 in Kitsap County. Utility conflicts have been identified at specific sites along SR-308 near Liberty Bay and SR-303 in Central Valley, with additional conflicts under review along the SR-3 corridor. The scope spans civil, structural, geotechnical, environmental, and surveying disciplines and includes project management, topographic surveying, geotechnical investigation, hydraulic analyses, option analyses for temporary solutions, preliminary and final engineering design, and construction support services. Work is organized in three phases aligned with WSDOT bundles, with Phase 1 targeted for completion by April 1, 2027, and Phases 2 and 3 in 2028.
The County anticipates a rough order of magnitude of $250,000 to $750,000 per phase for engineering and construction support, depending on location complexity and delivery schedule. All design work and Plans, Specifications, and Estimates must conform to the Department of Ecology's Criteria for Sewer Works Design, Kitsap County Standards, WSDOT Design Manuals, and applicable state and federal regulations.
Respondents must submit SOQs in a maximum of ten pages (excluding cover pages, table of contents, and appendices) addressing firm profile, project team structure with identified key personnel in at least nine specified roles, and relevant project experience with key personnel involvement noted. The evaluation is scored in two phases: up to 100 points for SOQ (project team structure and key personnel at 30 points; relevant project experience at 30 points) and up to 100 points for interview. Up to three respondents advance to interviews, with the highest-scoring firm selected for contract negotiations.
