About this opportunity

The County of San Diego, Department of Health and Human Services Agency, issued this Request for Quotes (RFQ) on March 5, 2026, seeking qualified consultants to provide Joint Commission (TJC) and Centers for Medicare & Medicaid Services (CMS) survey readiness and compliance consulting services for the San Diego Psychiatric Hospital (SDCPH) and Edgemoor Distinct Part Skilled Nursing Facility (Edgemoor DPSNF). The primary deliverables include a minimum of two mock surveys annually at SDCPH conducted at approximately six-month intervals (with a maximum of four days onsite per year), targeted education and consultation services at Edgemoor, rapid response availability during actual TJC/CMS surveys, and assistance with Plans of Correction and Evidence of Standards Compliance. Services must maintain compliance with TJC accreditation standards, CMS Conditions of Participation and Requirements of Participation, California Department of Health Care Services licensing requirements, and Title 22 California Code of Regulations. Qualified consultants must possess a Bachelor's degree in a relevant field (Master's degree preferred), a minimum of three years of clinical or quality experience in a hospital or behavioral health setting, and a minimum of three years of TJC/CMS survey readiness and compliance experience or direct experience as a TJC/CMS surveyor or consultant, with strong preference for behavioral health-specific expertise including ligature assessment and crisis interventions. The initial contract term is one year with four one-year option periods available. Questions must be submitted by March 30, 2026, at 5:00 p.m., and quotes are due April 6, 2026, at 3:00 p.m.

This procurement is restricted to Small-Local Businesses as defined in Board Policy B-53, limiting competition to designated local enterprise classifications. Contractors must maintain comprehensive insurance coverage including Professional Liability (Errors & Omissions) insurance with limits of $2,000,000 per occurrence or claim and $2,000,000 aggregate, Commercial General Liability of $2,000,000 per occurrence, Automobile Liability of $1,000,000 each accident, Workers' Compensation as required by California state law with limits of $1,000,000 each accident, and Cyber/Information Security Liability of $2,000,000 per claim with $2,000,000 aggregate limit. Pricing shall be firm fixed and unit price inclusive of all proposed compensation, with travel reimbursement as a separate allowance not to exceed $2,500 per consultant per contract year and a maximum of $5,000 per contract year total, reimbursed at current GSA rates. No incumbent vendor or existing contractor information was specified in the solicitation materials. Joshua Blandino serves as the Contracting Officer for this procurement. While specific budget or award values were not disclosed in the RFQ, the structure of travel reimbursement caps suggests a moderate-sized contract with controlled costs for implementation of the consulting services.
