The California Department of Forestry and Fire Protection (CAL FIRE) is requesting quotes for a Project Portfolio Management Dashboard solution under RFQ-ITS 26-0063, with proposals due August 26, 2026 by 2:00 p.m. Pacific Time. Small Business and Disabled Veteran Business Enterprise preferences apply; a 5% SB preference is available when a non-small business submits the highest-scoring bid, and DVBE incentive percentages are applied based on confirmed DVBE participation levels.

The scope requires development of an integrated PPM solution leveraging CAL FIRE's existing Microsoft 365 environment—including Power BI, Power Apps, Dataverse, SharePoint lists, Power Automate, and Planner/Project connectors—to track project financials, resource assignments, schedules, risk and issue identification, and deliver executive-level dashboards monitoring project health and portfolio performance. Financial tracking is mandatory. Implementation is estimated at 12 weeks, encompassing project initiation, environment setup across development, test, and production, requirements analysis, solution build and configuration, reporting and analytics, validation, knowledge transfer training, and go-live support. The contractor must provide 100 hours of post-go-live support including application administration, workflow and report modifications, and defect escalation.

The contract follows a Time and Materials structure for implementation services with software licensing and subscriptions charged as fixed costs paid in advance. The contract term is one year from execution with one optional one-year renewal period. All contractor work must be performed remotely within the continental United States, with all electronic data storage in continental U.S. cloud data centers. All contractor staff and subcontractors must reside within the United States and maintain SOC 2 Type II attestation, comprehensive security and confidentiality programs, and incident response procedures.

Cost accounts for 40 of 100 available scoring points; technical requirements and references account for 60 points. Administrative requirements are evaluated pass/fail. All Cost Worksheet line items must be completed with no "To Be Determined" entries. Written questions are due August 14, 2026 at 4:00 p.m. Pacific Time, with CAL FIRE responses due August 18, 2026. Invoices are payable within 45 days of receipt, extending 30 calendar days beyond the initial period during fire season.
