About this opportunity
The Upper Columbia United Tribes (UCUT), an intertribal coalition of five sovereign nations, is seeking qualifications from General Contractor/Construction Manager firms for the design, preconstruction, and construction of an interim upstream fish passage facility at Chief Joseph Dam, with qualifications due August 7, 2026. The project represents Phase 2 of the UCUT Implementation Plan to restore salmon passage to the upper Columbia River Basin after over 80 years of blockage by hydroelectric dams.
Respondents must hold current Washington State contractor licensing and maintain bonding capacity for the $52 million preliminary construction budget. The scope encompasses preconstruction consulting services including cost estimating, scheduling, and constructability reviews, as well as full construction services with management of subcontractors and coordination with federal and state agencies. The final scope and budget will be negotiated during preconstruction through Maximum Allowable Construction Cost (MACC) when construction documents reach 90 percent completion. Preliminary design commences April 2027, construction notice to proceed is July 2027, and project commissioning is expected March 2029.
The procurement follows a three-step process. Step 1 (qualifications submitted by August 7, 2026, worth 100 points) evaluates firm and staff qualifications (25 points), relevant project experience (25 points), project understanding and approach (25 points), self-performed work and workload capacity (15 points), safety and claims history (5 points), and local procurement approach (5 points). Step 2 (interviews scheduled August 31–September 11, 2026) and Step 3 (sealed final pricing proposals due September 18, 2026) together comprise 100 points, with presentation clarity, responsiveness, and communication quality weighted at 35, 35, and 10 points respectively. Final pricing is scored on competitiveness, with the lowest conforming proposal receiving 20 points. The GC/CM will be selected by October 12, 2026. Finalists must submit a 5 percent proposal guarantee as a bid bond or equivalent. All proposals become UCUT property and will not be returned.
