This is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB); if insufficient SDVOSB offers are received, the Government will evaluate Veteran-Owned Small Business (VOSB) offers, followed by other small businesses. Offerors must be actively registered in SAM.gov and certified SDVOSB with the SBA by the bid due date. The NAICS code is 561730 (Landscaping Services) with a size standard of $9.5 million.

The scope comprises routine pruning of 19 medium trees (25–40 feet in height, 12–24 inches diameter at breast height), routine pruning of 60 large trees (exceeding 40 feet or 24 inches diameter), and complete removal with stump grinding and topsoil fill for 3 large trees. The contractor shall provide all labor, tools, materials, equipment, debris removal, and disposal. A Certified Arborist with minimum three years of experience as a direct supervisor in commercial tree maintenance operations is required as the direct supervisor. All work must comply with International Society of Arboriculture standards and ANSI A300 pruning standards. The contractor bears all costs for insurance, equipment, materials, labor, and disposal without government provision of receptacles or facilities.

The period of performance runs from contract award through November 30, 2026, with a maximum duration of 60 calendar days, on a one-time basis. Evaluation is on a lowest-price technically acceptable basis, with factors including technical approach and understanding of work and past performance on comparable projects within the last five years.
