About this opportunity

The USDA Forest Service Procurement Operations Construction and A-E Branch West is requesting quotations for road maintenance services on the San Bernardino National Forest in California under RFQ 127EAW26Q0056, with quotes due August 24, 2026 at 3:00 PM Pacific Time. This is a Total Small Business Set-Aside; offerors must qualify as small businesses under the $45 million size standard for NAICS 237310 (Highway, Street, and Bridge Construction).

The scope encompasses road and drainage maintenance across 15 roads in three Ranger Districts, totaling 60+ miles of road blading, restoration of existing drainage features, installation of seven overside drains, and new rolling dips on unsurfaced roads. The contractor must commence work within 10 calendar days of notice to proceed and complete all work within 60 calendar days. No Forest Service-led site visit will be conducted; prospective offerors are responsible for their own site inspections.

This is a firm fixed-price award, anticipated as single award. Offerors must submit completed Standard Form 1442, a detailed Schedule of Items with pricing, technical approach documentation (work plan, key personnel, performance schedule, past performance references, contractor's license, safety plan, and quality control plan), and bid guarantees via Standard Form 24 or original cashier's check. Active registration in the System for Award Management (SAM) and an active contractor's license appropriate to the project scope are required. The contract incorporates Davis-Bacon Act wage requirements (WD # CA20260007) and construction wage rate requirements under FAR and AGAR.

Evaluation criteria are technical approach, past performance (rated acceptable, neutral, or unacceptable), and price reasonableness. Award goes to the highest technically rated offeror with fair and reasonable pricing and acceptable or neutral past performance. Progress payments authorize monthly disbursements as work proceeds; final payment is due upon completion and acceptance. Requests for information must be submitted by August 17, 2026 at 12:00 PM Pacific Time. Quotes are due by email to Jeremy Bedner at Jeremy.Bedner@usda.gov.
