About this opportunity
The County of San Diego's Department of Purchasing and Contracting is requesting quotations for outfitting services on one 2025 Ford F-550 Crew Cab Dual Rear Wheel vehicle, with quotes due September 10, 2026, and a local-business set-aside under Board of Supervisors Minute Order 6 (January 28, 2025).
Eligibility is restricted to local businesses with headquarters or service locations within San Diego County geographic boundaries. Qualified Small-Local Businesses may receive Net 15 payment terms under Board Policy B-53; standard payment is Net 30 from the later of work performance or County receipt of a correct invoice.
The outfitting scope includes installation of Ford standard black running boards, a Federal Signal Allegiant or Whelen Low Profile Amber Light Bar with roof-mounted controller, and four Ecco model 3706A amber LED warning lights at the front grille and rear body with synchronized wiring through Ford upfitter switches. Pricing must cover all parts, labor, shipping, and fees (excluding sales tax), with separate line items for taxable parts and non-taxable labor. The contractor must provide delivery within 60 days of purchase order or contract execution, with delivery-date commitment required within 30 days of contract execution. Deliveries coordinate with County Fleet Services at 5610 Overland Avenue, requiring 48-hour advance notice. The contractor assumes liability for vehicle damage prior to County acceptance and must remedy defects within 14 calendar days of identification at contractor expense.
Award will be based on a combination of price and performance factors, including offeror experience, qualifications, technical approach, acceptance of draft agreement terms, and delivery lead time. Questions are due September 2, 2026, at 5:00 p.m. Insurance requirements include Garage Liability coverage of $2 million per occurrence, Workers' Compensation at $1 million per accident, and Garage Keepers Liability of $500,000. Status updates are required at 30 and 60 days post-award.
