About this opportunity
The North East Texas Regional Mobility Authority (NET RMA) is soliciting qualifications for traffic and revenue consulting and traffic engineering services by September 24, 2026, for a contract term of up to seven years (initial five-year term with options to renew for up to two additional years).
Respondents must demonstrate substantial experience providing traffic and revenue consulting services for bond-financed toll projects since January 2016, with documented comparisons of projected versus actual revenues in opening and fifth operating years. The scope encompasses traffic modeling, investment-grade revenue forecasting, toll rate evaluations, trust and loan document compliance work, traffic modeling tool maintenance in coordination with regional planning organizations, special studies and peer reviews, and quarterly and on-demand reporting to the NET RMA Board. The NET RMA has jurisdiction over fourteen counties in northeast Texas and currently operates Toll 49; the contract will support development and operation of Toll 49 segments, including Segment 6, and the proposed East Texas Hourglass project.
Evaluation criteria are firm experience (45% weight), firm organization and key personnel (45% weight), and project staffing with Disadvantaged Business Enterprise participation (10% weight). Proposals must not exceed twenty pages, exclusive of cover letters and appendices, and must be submitted electronically by 5:00 p.m. Central Standard Time on September 24, 2026.
Respondents must disclose conflicts of interest with NET RMA board members, staff, TxDOT, member counties, and current NET RMA service providers, including the General Engineering Consultants (Egis USA, Inc. and HNTB), General Counsel (Troutman Pepper Locke LLP), financial advisors (Hilltop Securities Inc.), and Bond Counsel (Bracewell LLP). The NET RMA reserves the right to reject all respondents, negotiate terms, or decline to hire any firm. All submittals become property of NET RMA and may be subject to disclosure under the Texas Public Information Act.
