About this opportunity
The City of Brunswick is soliciting Statements of Qualifications from engineering design firms for the MLK Boulevard–Altama Avenue Multi-Use Bicycle and Pedestrian Trail Project under RFQ PI 0021161, with SOQs due September 18, 2026 at 2:00 PM. The prime consultant must hold Georgia Department of Transportation prequalification in Area Classes 3.02 (Two-Lane or Multi-lane Urban Roadway Design), 3.07 (Traffic Operations Design), and 3.13 (Facilities for Bicycles and Pedestrians) — the central eligibility filter. No DBE participation goals have been adopted for this project.
The trail spans approximately 3.90 miles along MLK Jr. Boulevard and Altama Avenue from State Route 25 Connector to the northern city limits. The design scope includes ADA-compliant crossings, signage, signalization at intersections and road crossings, benches with shade structures, and landscape design, with the trail positioned variously outside or inside the curb line or within the grassed median. Deliverables include environmental documentation and NEPA compliance, survey work, engineering design at 30%, 60%, 90%, and final stages, GDOT encroachment permits, and construction phase services. The overall team must possess qualifications in environmental services, surveying, utility coordination, and construction engineering.
The City anticipates awarding one project-specific contract to one firm. The contract amount will be negotiated and may be structured as a Lump Sum, Cost Plus Fixed Fee, Cost per Unit of Work, or Specific Rate of Compensation arrangement. The agreement remains in effect until successful completion of the engineering phase and may extend to construction revisions. Firms must meet audit and accounting system requirements under 48 CFR Part 31, have no significant outstanding audit deficiencies, and maintain E-Verify compliance under Georgia Security and Immigration Compliance Act requirements.
Written questions are due August 28, 2026. Finalists will be notified by October 2, 2026, with Phase II technical approach responses due at a date to be determined. Key milestones include Notice to Proceed in December 2026, environmental permit submittals in March 2027, and a construction letting date of June 2028.
