No pricing should be included in SOQ submissions; scope and fees will be negotiated separately following SOQ ranking. The City reserves the right to reject all submissions, waive informalities, conduct interviews, modify anticipated scope, perform portions using City personnel or separate procurement, and terminate negotiations if acceptable scope and fees cannot be reached with the highest-ranked firm.

Professional liability insurance requirements scale with final contract value, ranging from $1 million per claim for contracts below $50,000 to $10 million per claim for contracts exceeding $5 million. Federal Uniform Guidance provisions, including Davis-Bacon Act compliance and domestic procurement preferences, apply if federal funding is used. A signed, notarized Non-Collusion Affidavit must accompany all submissions. Responses to written questions will be issued by September 18, 2026.
