About this opportunity
The City of Locust Grove, Georgia (located in Henry County) is issuing Request for Qualifications (RFQ #26-S001) to establish a shortlist of pre-qualified engineering firms for on-call design services supporting plan review, SPLOST, T-SPLOST, and other capital projects throughout the city. The procurement is divided into two categories: Road Improvements including Sidewalks, and Plan Review and Preparation. Deliverables and services include engineering design, plan development, traffic studies, hydraulic analysis, concept and final plans, right-of-way plats, development plan reviews, site plan compliance assessments, and construction document preparation. For the Road Improvements category, firms must demonstrate GDOT Highway Design Roadway pre-qualifications in area classes 3.03, 3.07, 3.09, 3.12, and 3.13, and all work must utilize AutoCAD software and ARC GIS shapefiles organized per GDOT's Electronic File Management Guidelines. The evaluation committee will score proposals on a maximum of 100 points based on firm qualifications (35 points), relevant experience on similar projects (30 points), available resources (15 points), responsiveness to RFQ requirements (10 points), and professional references (10 points), with an optional oral presentation potentially adding up to 15 additional points. Key dates include a clarification deadline of 3:00 PM on February 26, 2026, a first addendum posting by 3:00 PM on March 5, 2026, and a sealed qualifications submission deadline of 11:00 AM on March 12, 2026, at Locust Grove City Hall. Submissions must include one unbound original, six bound copies in half-inch capacity ring binders, and one electronic PDF version on a USB flash drive, along with organizational charts, quality assurance descriptions, client references with contact information, and evidence of professional qualifications.
Firms must comply with Georgia Security and Immigration Compliance Act requirements, including E-Verify registration, and must provide certifications regarding worker verification, drug-free workplace compliance, and non-collusion. Insurance requirements include Workers Compensation at statutory limits, Commercial General Liability with limits of $1,000,000 per occurrence and $2,000,000 aggregate, Automobile Liability of $1,000,000, and Professional Liability/Errors and Omissions of $1,000,000. Local vendor preference applies to responsive bids within five percent of the lowest out-of-county bid for projects under $100,000. This RFQ will result in a shortlist of qualified firms rather than immediate contract awards; individual project specifications will be forwarded to selected firms on an as-needed basis with awards determined through a competitive bidding process. Selected firms will receive bid opportunities for one year with the possibility of two additional mutually agreed-upon years. No specific award values or budget ranges are provided in the procurement documentation.
