About this opportunity

The Texas State University System is requesting qualifications for an Indefinite Delivery-Indefinite Quantity (IDIQ) contract for geotechnical, construction material testing, and environmental assessment services to support planning, design, renovation, and construction of facilities across Texas State University System member institutions, with qualifications due July 21, 2026 at 2:00 p.m. Central Daylight Time. Respondents must submit a VetHUB Subcontracting Plan as part of qualifications; failure to address Veteran Heroes United in Business utilization results in disqualification.

The scope encompasses geotechnical engineering services including feasibility studies, subsurface exploration, laboratory testing, and foundation design recommendations; construction material testing services including on-site monitoring, inspection, quality assurance, and field and laboratory testing of soil, concrete, asphalt, masonry, and steel; and environmental services including Phase I and II environmental site assessments, contamination investigations, wetlands determination, environmental impact assessments, and compliance audits. Services are provided throughout Texas to support multiple member institutions.

The total contract value shall not exceed $500,000 for the entire term including extensions, though the System reserves the right to increase this limit. The agreement will have a three-year initial term with options for two additional one-year extensions. Contract award will be on a hourly fee or lump sum basis as determined through negotiation following respondent selection. Respondents providing engineering services must be registered with the Texas Board of Professional Engineers and must comply with state and federal certifications including non-discrimination, cybersecurity training, and business restriction requirements related to foreign adversaries and boycott policies.

Evaluation is based on respondent qualifications only; pricing and compensation are not considered. The selection committee will weight qualifications as follows: statement of qualifications and availability (10%), ability to provide IDIQ services (15%), qualifications of assigned personnel (30%), performance on past representative engagements (30%), and knowledge of best practices (15%). A short list of selected respondents will be announced July 31, 2026, with interviews on August 5, 2026, selection on August 10, 2026, and agreement execution by September 1, 2026.
