About this opportunity
Haralson County, Georgia is requesting quotations for engineering services supporting a Community Development Block Grant (CDBG) project for water infrastructure improvements, with quotes due October 18, 2021. HUD Section 3 compliance is a mandatory requirement for this contract.
Respondents must demonstrate Section 3 compliance through one of three pathways: operating as a Resident-Owned Business with 51% ownership by Section 3 residents, maintaining a workforce of at least 30% Section 3 residents, or subcontracting a minimum of 25% of the total award to qualified Section 3 business concerns. All contractors must make good-faith efforts to recruit low- and very low-income residents and Section 3 businesses through at least three specified outreach methods. Non-compliance may result in contract termination or liquidated damages of $100 per day. Notarized Section 3 documentation is required prior to award for contracts exceeding $100,000.
The scope encompasses design, bid-phase, and inspection services for water infrastructure. Responding firms must submit a Statement of Qualifications demonstrating years in business, organizational structure, legal qualifications and licenses, and relevant project experience with CDBG, EIP, EDA, RDF, or OneGeorgia funded work. Firms must identify up to five previous projects with details on owners, contract amounts, and scope of responsibility. Firms must indicate whether they charge for preliminary engineering reports, whether they can meet draft PER deadlines, and define their design fee as a percentage of total construction costs. Errors and Omissions insurance coverage is required. Three professional references and notarized certifications of accuracy must accompany submissions. Proposals should be directed to Alison Palmer, County Clerk, at 155 Van Wert Street, Buchanan, GA 30113.
