About this opportunity

The City of Dalton is requesting qualifications and design proposals from engineering firms for the E Morris Street Corridor Improvements project, a 1.92-mile corridor design spanning from Green Street to Walnut Avenue, with qualifications and proposals due July 10, 2026.

The scope encompasses sidewalk design with ADA compliance, curb and gutter enhancements, driveway alterations, intersection improvements, on-street parking, mid-block pedestrian crossings, center islands and raised medians, landscaping elements, and stormwater management infrastructure. Required services include traffic studies, utility conflict coordination, field surveys, construction plan development, right-of-way plans, CAD drawings, procurement documentation, engineer's estimates, environmental permitting assistance, and stakeholder engagement. The consultant must deliver design iterations at 30%, 60%, 90%, and IFP/IFC (Issued for Procurement/Issued for Construction) milestones, each accompanied by technical memoranda explaining design changes and rationale. Monthly status updates are required through final delivery of construction plans and associated documents. The project may be constructed in phases depending on total costs.

Responding firms must demonstrate strong experience providing design services to local governments in Georgia and experience with Federally Assisted Projects. The City intends to involve its Arborist during design development for landscaped areas feedback. The RFQ explicitly excludes procurement oversight and procurement administration services beyond bid package production, except for assistance with Requests for Information (RFIs) as requested by the City.

Proposals must include firm qualifications and portfolio examples, detailed project scope narratives, project team descriptions with designated responsible parties, comprehensive breakdowns of required and excluded services, compensation structures with lump-sum fees for required scope elements and separate pricing for add-alternate services, standard rate and fee schedules, contract provisions, and timelines for Phase I deliverables.

RFQ documents are available at https://www.daltonga.gov/rfps and open for public inspection at the City of Dalton Public Works Department, 535 Elm Street, Dalton, Georgia 30721. Questions should be directed to Jackson Sheppard at (706) 278-7077 or jsheppard@daltonga.gov.
