About this opportunity
Dawson County Development Authority is requesting Statements of Qualifications from consulting firms to provide engineering and construction services for the Business and Innovation Park Project, with SOQs due September 7, 2026 at 12:00 p.m. This is a qualification phase only; no construction or engineering work is awarded through the SOQ submission. The Authority promotes participation opportunities for small businesses, female-owned businesses, and minority businesses, and contractors and subcontractors utilizing qualified minority subcontractors may qualify for Georgia state income tax credits under O.C.G.A. Section 48-7-38.
The project scope encompasses approximately 200,000 square feet of buildings, site grading, roads, utilities, stormwater systems, erosion control, environmental assessment, archeological assessment, and permitting. Work includes an offsite water main extension connecting to the City of Dawsonville's existing water system and a sanitary sewer lift station with force main connecting to the city's existing sanitary sewer system. Place of performance is Dawson County, Georgia.
Evaluation of SOQs will be weighted on firm stability (25%), relevant project experience and qualifications (35%), past performance and references (25%), and apparent suitability including office proximity, workload, and W/MBE inclusion efforts (15%). SOQs must be limited to 30 pages in 11-point font, excluding letters of reference, and include company background, local office information, organizational chart with key personnel for design and construction phases, resumes with professional registrations and academic credentials for key team members, and five to seven references from government agencies with similar projects completed within the past ten years. Disclosure of any litigation, arbitration, or mediation claims involving similar projects or water and sewerage infrastructure work within the past decade is required.
Questions are due August 26, 2026, directed to Mandy Power at M.Power@dawson.org and answered via addendum only. Following SOQ submission, finalist consultants will be invited to a mandatory pre-interview conference and site visit, submit a project proposal, and participate in interviews before final selection and contract negotiation.
