Contractors must hold a current New York State license or certification as a Special Education Teacher, Psychologist, Speech Pathologist, or Social Worker, maintained in good standing throughout the contract term. The scope requires attendance at CPSE meetings conducted by school districts as directed by the Division, review of evaluation materials prior to meetings, discussion of proposed services with school district personnel and Division staff, attendance at Division-scheduled meetings (not to exceed one per month), and submission of written reports within thirty business days after each CPSE meeting detailing decisions, evaluations, and services recommended.

Compensation is fee-for-service: $39.00 per hour for CPSE meeting attendance and $25.00 per hour for CPSE-related meetings and other services scheduled by the Division. No additional compensation is provided for time spent reviewing evaluations, preparing reports, mailing documents, or travel expenses except approved ferry fares. The contract term runs July 1, 2025 through June 30, 2030. The County reserves the right to award contracts to multiple qualified responders and may modify the payment structure, with notification and an option for responders to decline proposed changes.

Responses must include one original plus two copies in tabbed format addressing all Responder Profile and Technical Services Requirements. Suffolk County Living Wage Law applies, mandating a minimum of $17.86 per hour with health benefits or $18.02 without, adjusted annually, for service contracts of $10,000 or greater or compensation exceeding $50,000. Union Organizing Law compliance certification is required for contractors receiving over $50,000 in county funds. Standard County compliance forms, including lawful hiring verification, non-collusion certification, and HIPAA Business Associate obligations for health information handling, must be completed and notarized.
