About this opportunity
The City of Wylie, located in Collin County, Texas, is issuing a Request for Qualifications (RFQ) numbered W2026-02 to procure engineering firm plan review services. The selected firm will be responsible for reviewing development plans, plats, floodplain reports, and documents submitted by developers to ensure compliance with city, regional, and state regulations, including the City of Wylie Code of Ordinances, Subdivision Regulations, and various technical standards. Key deliverables include comprehensive plan reviews, potential updates to standard construction notes and design manuals for storm drainage systems, water and sanitary sewer lines, and thoroughfare standards. Minimum professional requirements mandate that plan reviewers hold a Professional Engineering (PE) license and floodplain reviewers possess a Certified Floodplain Manager (CFM) license. The proposal evaluation will be based on three criteria: Firm Description and Services (30%), Firm Experience (40%), and References (30%). Electronic bids are due on October 15, 2025, before 3:00 PM CDT, with an e-bid opening scheduled for 3:30 PM the same day. The initial contract term is anticipated to begin November 1, 2025, and run through September 30, 2026, with potential extensions up to three additional fiscal years.
The solicitation does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. The City anticipates expenditures of approximately $100,000 per fiscal year for these services and expects the selected firm to review an average of eight to ten development plan sets monthly. The successful firm will work under the guidance of the City's Project Engineer, Public Works Director, and/or City Manager, with potential involvement in City Council and Planning and Zoning Commission meetings. All work produced by the selected firm, including communications, documents, and notes, will be subject to the Texas Open Meeting and Freedom of Information Acts. The firm will be responsible for maintaining compliance with these regulations. While no incumbent vendors are mentioned, the contract allows for potential integration with existing city infrastructure and review processes. Firms responding to the RFQ must be registered in Texas and prepared to interact directly with developers and city personnel throughout the plan review process.
