About this opportunity

The Texas Facilities Commission is requesting qualifications for architect/engineer services for restroom and breakroom renovations at the William P. Clements State Office Building in Austin, with qualifications due July 23, 2026 at 3:00 PM and mandatory pre-submittal teleconferences on July 9 at 10:00 AM or July 10 at 2:00 PM. A mandatory HUB Subcontracting Plan demonstrating good faith efforts to utilize Historically Underutilized Businesses (VetHUB) is a material submittal requirement and pass/fail evaluation criterion.

The scope covers comprehensive A/E services across six phases—Pre-Design, Schematic Design, Design Development, Construction Documents, Bidding and Award, and Construction Administration—for restroom and sewer upgrades and breakroom renovations on floors 1–12 and 14 of the Clements building at 300 W 15th Street, Austin. The estimated construction cost is approximately $14 million with a projected timeline of 730 calendar days. All deliverables in CAD and BIM formats become exclusive property of the State. Services are performed in accordance with TFC 2018 Architectural/Engineering Guidelines and comply with ADA, Texas Accessibility Standards, and all applicable building codes.

Respondents must hold current professional registration with the Texas Board of Professional Engineers and Land Surveyors and the Texas Board of Architectural Examiners. Professional liability insurance of at least $1 million is required. Compensation for Basic Services is a stipulated sum negotiated between parties, paid monthly in phases (Pre-Design 5%, Schematic Design 10%, Design Development 35%, Construction Documents 60%, Bidding/Award 70%, Construction Administration 100%) plus reimbursable expenses subject to TFC written approval.

Evaluation weights 50 points for Relevant Experience and Qualifications, 40 points for Proposed Methodology, and 10 points for Quality Assurance/Quality Control. Company Information, Litigation History, and HUB Subcontracting Plan are pass/fail. Award notification is anticipated by August 20, 2026; contract execution is targeted for October 1, 2026. The contract term extends for the full project duration commencing within fourteen days of Notice to Proceed and is contingent upon state funding availability.
