About this opportunity

The City of Seattle, Department of Transportation (SDOT) is requesting qualifications for construction management services on the AAC East Marginal Way project, with proposals due August 12, 2026, and a pre-submittal conference scheduled for July 23, 2026. The project is federally funded through the Federal Highway Administration (FHWA) under STIP number SEA-280 and CFDA number 20507.

SDOT seeks a consultant team to provide one full-time Resident Engineer, two full-time Construction Inspectors, one full-time Change Order/Scheduling specialist, one full-time Office Engineer/Document Control specialist, and one part-time Outreach support person to serve as part of the overall construction management team. The underlying construction project—2-inch asphalt mill and overlay on the southern portion of East Marginal Way South—carries an estimated value of $11 million and is scheduled from February 2027 through July 2028.

A mandatory zero percent Federal Small Business Enterprise (FSBE) goal and a voluntary 10 percent SBE goal apply. All proposers must register with the City of Seattle Procurement Portal, obtain a Washington State business license, and obtain a Seattle Business License if physical nexus exists. Required federal certifications include debarment and lobbying certifications.

The anticipated initial consultant contract amount is $2 million over two years, with completion in July 2028. Evaluation is scored at 100 points across qualifications of the project manager and key personnel, firm expertise, ability to meet schedule, project approach and cost monitoring, familiarity with WSDOT/FHWA standards, and approach to meeting the voluntary FSBE goal. SDOT reserves the right to conduct interviews worth an additional 100 points, negotiate with the highest-ranked proposer, and award to the next-ranked consultant if negotiations fail.

Questions are due August 5, 2026. The consultant contract is expected to be executed in December 2026. The contract is subject to all applicable federal, state, and local requirements, including Equal Benefits, audit, EEO, ADA compliance, and Title VI Civil Rights provisions.
