About this opportunity
Rowan County, North Carolina is requesting Statements of Qualifications from architects to provide feasibility study, site selection, design, planning, and construction administration services for the Sheriff's Office Facility Project, with SOQs due September 17, 2026 at 3:00 p.m. ET and interviews anticipated for the week of September 21. A single contract will be awarded for all required services; detailed scope of work will be negotiated post-selection.
The scope encompasses existing-conditions assessment, operational and space-needs analysis, facility alternatives evaluation (renovation, expansion, consolidation, or new construction), site and parking evaluation with conceptual design, cost analysis, and phased implementation recommendations based on a minimum 20-year planning horizon. Rowan County Facilities Management will award preference to firms with personnel possessing prior law enforcement leadership experience at command, administrative, or executive levels.
The evaluation framework allocates 100 points across five categories: qualifications of key personnel (20%), availability (20%), experience with similar projects (30%), methodology (20%), and references (10%). SOQs must not exceed 15 pages, excluding cover sheet, and must include firm experience, project-team information with resumes, and at least three references. Electronic submissions in PDF format are preferred and directed to jody.farrow-bennett@rowancountync.gov; paper submissions are accepted at the Rowan County Purchasing Department, 130 West Innes Street, Suite 31, Salisbury, North Carolina 28144. Questions are due September 8, 2026 at 12:00 p.m. ET. Contract award is anticipated on or after October 5, 2026. The contract is non-exclusive and may be cancelled by either party for any reason at any time. If funded in whole or in part with federal grant funds, procurement and administration will comply with applicable federal laws, regulations, and Davis-Bacon Act requirements.
