About this opportunity

The Bureau of Engraving and Printing (BEP), a federal agency under the Department of the Treasury, is requesting quotations for elevator modernization design services at its Washington, D.C. facility under RFQ 2031ZA26Q00100, with proposals due July 21, 2026. This is a total small business set-aside procurement.

The scope covers development of bridging documents—conceptual design, technical specifications, and performance criteria—for the complete modernization of seventeen electric elevators (twelve passenger and five freight). Work includes replacement of all obsolete and end-of-life components, MEP systems upgrades, ACM abatement, PCB removal, structural and architectural alterations to bring machine rooms and hoistways into code compliance, and integration of new elevator controllers with BEP's existing SCADA system. Technical proposals must demonstrate experience with vertical transportation systems design, work in historical buildings, knowledge of building control systems, and ability working in secure government facilities. Offerors must provide at least three references from Federal, State, Local, Commercial, or Foreign contracts completed within the last five years with similar scope and complexity.

The contract period runs from September 1, 2026, through April 30, 2027 (230 calendar days: 185 design days plus 45 days for review periods). Deliverables include survey reports, basis of design documentation, and a 35% design submission with detailed plans, specifications, and cost estimates. The contract type is Firm Fixed Price; offerors must complete the provided Attachment 3 Pricing Schedule, and failure to provide complete pricing renders the offer ineligible for award.

Award will be made to the responsible offeror whose offer is most advantageous to the Government based on technical capability, past performance, and price. An optional site visit is scheduled for June 24, 2026. Questions are due June 30, 2026, at 12:00 p.m. Eastern Time. Contracting Officer: Marico Octavis Sellers, BEP Office of Acquisition. Technical proposals and past performance sections are each limited to 10 pages; pricing has no page limit. All submissions must be made electronically via email.
