About this opportunity
The Massachusetts Department of Transportation (MassDOT) is requesting quotes for stakeholder enablement services supporting Registry of Motor Vehicles modernization and transformation initiatives, with responses due June 5, 2026 by 4:00 p.m. Bidding is restricted to vendors on Statewide Contract PRF76: Management Consultants, Program Coordinators and Planners Services — a mandatory cooperative-purchasing vehicle that filters eligibility.
The scope encompasses change management and stakeholder enablement across the RMV eTitles Program and related modernization efforts. Services include stakeholder assessment and readiness measurement, multi-channel communications, knowledge and training development and delivery, and sustainment and reinforcement activities. The initial eTitles release is planned for August 2026, with a subsequent release in March 2027. Stakeholders span RMV employees, external business partners, government agencies, municipalities, law enforcement entities, industry associations, and members of the public.
MassDOT intends to award a single contract, though subcontractors may be proposed and must be fully disclosed and approved. The initial contract term is two years with two optional one-year extensions. Compensation uses a time-and-materials approach with detailed hourly rates all-inclusive of direct and indirect costs; a not-to-exceed amount must be provided. Full-time resources are assumed to work 1,875 hours annually. Travel and lodging expenses will not be reimbursed, and no costs outside the submitted proposal will be paid.
All proposed resources must be US-based and available during Eastern Time business hours; no work is permitted from outside the United States. Evaluation criteria include vendor experience with complex government modernization initiatives and DMV/RMV environments, proposed resources and team qualifications, quality and relevance of approach and supporting materials, and cost-effectiveness. Proposals must include at least two customer references, examples of relevant government engagements, proposed team structure with resource matrix, concept of operations plan, and supporting work samples; failure to comply may result in disqualification. Questions are due May 26, 2026 at 4:00 p.m., with responses estimated for May 29, 2026.
