About this opportunity

The U.S. General Services Administration (GSA), procuring on behalf of the National Aeronautics and Space Administration (NASA), is soliciting Phase-One qualification proposals for design-build services for the Engineering and Mission Operations Facility (EMO) N278 at NASA Ames Research Center in Moffett Field, California, with Phase-One proposals due October 7, 2026 at 11:00 a.m. Pacific time and written questions due September 11, 2026 at 2:00 p.m. Pacific. This is a two-phase selection procedure; a maximum of three firms will advance from Phase-One to Phase-Two.

The scope includes demolition of the existing Motor Pool Facility (Building N251), Machine Shop (Building N216), two underground motor pool fuel tanks with associated fuel pumps, and related site improvements, followed by construction of a new multi-functional engineering and mission support facility. The EMO Facility N278 will consist of a minimum of 30,292 gross square feet, encompassing office space, technical laboratories, meeting and collaboration areas, and mission support functions intended to consolidate key operational functions and support NASA's campus modernization and sustainable building practice objectives.

The estimated contract value ranges from $46 million to $56 million. Offerors must demonstrate single-project bonding capacity of at least $56 million and maintain active System for Award Management (SAM) registration. Phase-Two price proposals must include paired pricing—identical technical and schedule proposals except for Project Labor Agreement (PLA)-related cost, schedule, or technical approach differences—followed by optional non-PLA pricing.

Phase-One evaluation weights technical qualifications (60%), integrated design-build delivery approach (20%), and lead designer qualifications (20%). Phase-Two proposals will be evaluated on design concept and technical approach (60%), key personnel qualifications (25%), and schedule and management approach (15%), followed by post-submission oral presentations. The Government will provide a $100,000 stipend to each unsuccessful Phase-Two offeror. Proposals must be submitted electronically in PDF format with a maximum file size of 25 MB per file. The Contracting Officer is Jamie (James) Potter at jamie.potter@gsa.gov or (303) 588-9153.
