About this opportunity

The Department of Veterans Affairs Network Contracting Office is requesting offers for water heater repair and replacement services at the Central Texas Veterans Healthcare System facility in Temple, Texas under RFQ CTX, with offers due July 9, 2026 at 10:00 a.m. CDT. This is a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside under NAICS 238220 (Plumbing, Heating, and Air-Conditioning Contractors), restricting competition to certified SDVOSB firms. A mandatory site visit is scheduled for June 24, 2026 at 10:00 a.m. CDT; technical questions are due June 29, 2026 at 4:00 p.m. CDT.

The scope spans repair and replacement of steam-to-domestic water heater systems across multiple buildings at 1901 Veterans Memorial Drive, Temple, Texas. Building 163 requires demolition and installation of four new RECO heat exchangers. Building 202 and Building 203 require service, repair, and component replacement including valves and lines. The contractor must supply specified repair parts—Siemens hydraulic actuators, actuator valve bodies, pop-off valves, and steam bundles—to remain at the facility for future maintenance. Work includes all labor, materials, equipment, supervision, piping modifications, insulation, electrical disconnections and reconnections, startup, commissioning, equipment disposal, and site restoration. Field service engineers must be OEM-trained and certified; only OEM-manufactured replacement parts are permitted.

The estimated contract value is $19 million. The period of performance is 120 days, with work hours from 8:00 a.m. to 4:00 p.m., Monday through Friday. The contractor must provide a one-year workmanship warranty commencing from substantial completion or system startup. A 50% limitation on subcontracting for services applies; no more than 50% of government payments may go to non-certified SDVOSB or VOSB firms. Pricing must be firm for 90 calendar days from offer receipt. Offerors must submit flat-rate pricing per line item, a three-page capability statement, applicable permits and licenses, and references for three similar contracts completed within five years. Contracting Specialist Taminie Woodrow administers the contract; all invoices submit electronically through the VA's Tungsten Network.
