About this opportunity

The City of Bakersfield Water Department is requesting qualifications for engineering consulting services to design two municipal water infrastructure projects — construction of groundwater well CBK-81 and treatment systems for well L-211 to remove TCP and H2S contamination — with statements of qualifications due November 3, 2026 at 3:00 p.m.

The scope requires comprehensive design services at 30%, 60%, 90%, and 100% completion stages, plus technical support during bidding and construction. CBK-81 is a new well at 1922 Risborough Court to increase groundwater production serving the Highgate at Seven Oaks neighborhood. L-211 at 11105 Lewelling Street requires design of treatment systems to achieve compliance with state maximum contaminant levels for TCP and hydrogen sulfide. Consultants must submit three copies of the statement of qualifications, a signed General Information Sheet, and a signed sample Design Consultant Agreement to Fernando Montes, Civil Engineer IV, at 1000 Buena Vista Road, Bakersfield, California 93311.

Required team qualifications include a California-registered civil engineer with demonstrable experience in municipal groundwater supply, well design, permitting, construction, TCP and H2S treatment, and California Division of Drinking Water permitting protocols. Consultants must demonstrate extensive current and past experience on comparable municipal water projects within the past ten years, including new well development and potable water contaminant treatment.

Compensation will be determined through fee negotiations following selection and will include reimbursement of actual costs (labor, benefits, overhead, and direct costs) plus a fixed monthly fee based on percentage of work completed, with a total not-to-exceed amount established in the executed agreement. Minimum insurance requirements are $1 million in Professional Liability, Automobile Liability, General Liability, and Workers' Compensation Insurance. Consultant notification is scheduled for November 17, 2026; final results by December 11, 2026; anticipated City Council meeting and contract execution in January 2027; and Notice to Proceed expected in late January 2027.
