About this opportunity
The Port of Bremerton is requesting Statements of Qualifications for professional engineering consulting services for design, funding assistance, and permitting assistance for the Port Orchard Marina guest dock and fuel dock projects, with SOQs due July 28, 2026 at 2:00 p.m. through the MRSC Rosters Bonfire Hub portal. The Port intends to negotiate a fixed-fee contract for the Port Orchard Marina Guest Float "F" Design and Replacement project first, then establish hourly rates for a separate future task order covering the Bremerton Marina Fuel Dock West Breakwater Design and Replacement.
Qualified firms must demonstrate broad backgrounds in marine facilities architecture and engineering with primary competencies in civil, structural, mechanical, electrical, and architectural/planning disciplines. Secondary competencies in geotechnical, coastal/ocean, environmental/permitting, and construction management are expected. The Port plans concurrent replacement of north and east breakwaters, approach floats, and a new gangway at Port Orchard Marina, with construction beginning in 2026. Qualified firms will assist in developing grant applications for state or federal funding, including the Boating Infrastructure Grant Program (BIG) and Boating Facilities Program (BFP).
Evaluation uses a 100-point scoring system: qualifications of consultant and subconsultants (35 points), previous relevant project experience (25 points), capacity and availability to perform (20 points), and demonstrated understanding of project location and challenges (20 points). The Port will announce a short list of 2–3 highest-scoring firms and enter negotiations with the top-ranked firm; if negotiations fail, it will proceed with the second-ranked firm. Contract award is anticipated by August 18, 2026. No fee schedules should be submitted; compensation will be determined through negotiations. Questions are due July 17, 2026. The Port reserves the right to cancel the RFQ or decline award if projects are not funded in future budget years or grant funding is not secured. All work products, plans, drawings, and specifications become the property of the Port. The contract is subject to Executive Order 11246 (Affirmative Action), 2 CFR 200 (Uniform Administrative Requirements for Federal Awards), and federal labor and environmental compliance requirements.
