About this opportunity

The City of McAllen is requesting qualifications from Construction Manager-At-Risk (CMAR) firms for the New McAllen City Hall Project under a two-step selection process per Texas Government Code Chapter 2269, with qualifications due August 27, 2026 at 4:00 p.m. CDT. Submissions are electronic only via the City's bidding portal at https://mcallen.procureware.com, and a public opening will be held at McAllen City Hall, 2nd floor, Conference Room 2A with remote access via Zoom.

The scope covers preconstruction and construction management services for a proposed 106,000-square-foot, five-story municipal facility located at the southeast corner of Houston Avenue and Broadway Street in downtown McAllen, featuring administrative offices, public service areas, City Commission Chambers, and contemporary building systems. The project schedule spans 700 calendar days with anticipated completion in January 2028 and an estimated budget of $50 million.

Proposals are limited to 30 pages and will be evaluated on experience and qualifications (35% weight), capability and capacity to perform work (35% weight), financial stability (20% weight), safety (5% weight), and references (5% weight). Submissions must include resumes, organizational charts, three municipal references with contact information, financial statements, bonding capacity documentation, and five years of safety records. A five-member evaluation committee, including at least one licensed professional engineer, will rank submissions. The City will select a maximum of five proposers to advance to Step Two, where fees and pricing will be requested; the three highest-ranked proposers will then be considered by the McAllen City Commission.

Required insurance includes General Liability ($250,000 per occurrence / $500,000 aggregate), Automobile Liability ($250,000 per occurrence / $500,000 aggregate), Workers' Compensation with Employer's Liability ($500,000), and Professional Liability/Errors & Omissions ($1 million per claim and aggregate). All responses must include a Non-Collusion Affidavit, Conflict of Interest Questionnaire (Form CIQ), Proposer Authority Form, Reference Form, and Financial Stability Form. The City reserves the right to reject any or all proposals and may hold responses for up to 45 days without taking action.
