About this opportunity

Coconino County, Arizona is requesting qualifications for a Construction Manager at Risk (CMAR) to manage demolition and site rehabilitation of the former Coconino County Jail in Flagstaff, with proposals due July 15, 2026 and a mandatory in-person pre-bid conference on June 22, 2026 at 10:00 a.m. The County is utilizing qualifications-based selection under Arizona Revised Statutes Section 34-601 through 34-612, with compensation, contract term, and project duration to be determined following negotiations with the highest-rated firm.

The scope encompasses demolition of approximately 37,000 square feet of non-historic portions of the jail while carefully detaching and preserving the approximately 3,000 square-foot historic sandstone structure; shoring the historic portion to weathertight condition; site grading with suitable fill material; hydroseeding and temporary irrigation; safe deactivation of existing utilities; and construction or repair of parking areas, driveway openings, and sidewalks, with repairs likely extending into the City right of way. The County has received an EPA cleanup grant to abate asbestos, lead, and mold, with that work scheduled to conclude before CMAR award. Coordination with Hubbard Merrell Engineering is required for structural repairs to the historic structure.

Evaluation is weighted as follows: experience and qualifications (50 points), approach to project completion (25 points), team and key individuals' qualifications (15 points), and proposal completeness (10 points). Shortlist interviews are anticipated in August 2026 with Board of Supervisors approval expected in August or September 2026. The selected contractor must maintain comprehensive insurance including Commercial General Liability of $2 million per occurrence / $4 million aggregate, Automobile Liability of $1 million, Professional Errors and Omissions Liability of $5 million, and Pollution Liability of $5 million, with the County named as additional insured. The deadline for questions is July 8, 2026. Proposals must be submitted through the Ion Wave Technologies platform by 2:00 p.m. on July 15, 2026.
