About this opportunity
The USDA Agricultural Research Service (ARS) is requesting sealed bids for concrete greenhouse floor construction at its Prosser, Washington facility under a HUBZone set-aside, with offers due June 10, 2026. This is a Historically Underutilized Business set-aside limited to NAICS 238110 (Poured Concrete Foundation and Structure Contractors).
The scope covers removal and reinstallation of existing tables, excavation, placement and compaction of gravel base, installation of rebar dowels, formwork, concrete placement and finishing, installation of floor drains, and site restoration across three greenhouse buildings (Building 101 Sections A&B, Building 102 Sections H&J, and Building 112) at 24106 N. Bunn Road, Prosser, Washington 99350. The work replaces gravel floors with four-inch concrete and vinyl trench drains to mitigate potato pathogen contamination. The contract is firm fixed-price with a 120-day performance period following award notification.
Offerors must be registered with sam.gov with active registration at quote submission and must provide two recent references demonstrating similar work experience. Performance and payment bonds are required. A bid guarantee of not less than 20 percent of the proposed price (not to exceed $50,000) is required using Standard Form 24. The contractor must provide an on-site superintendent employed directly by the prime contractor.
Award will be made on a Lowest Priced Technically Acceptable (LPTA) basis to a single contractor. Evaluation is contingent on submission of a fully completed SF 1442, executed bid bond, documented relevant experience, and acceptable CPARS past performance ratings.
Opportunity text
Historically Underutilized Business (HUBZone) Set-Aside, 238110 - Poured Concrete Foundation and Structure Contractors. For mitigating contamination issues with a persistent pathogen of potato, the rock bed/dirt below the benches in all potato greenhouse spaces needs to be replaced with cement, and proper drainage needs added to allow this change.
