The contractor must supply all management, supervision, labor, equipment, transportation, materials, and supplies.
The contract period is one twelve-month base period from September 1, 2026 through August 31, 2027, with four optional twelve-month renewal periods exercisable at the Government's unilateral discretion, for a total potential five-year term through August 31, 2031. This will be awarded as a firm-fixed-price purchase order with fixed-price rates for unscheduled and emergency services.
Quoters must hold a current Maryland Department of Agriculture Pesticide Applicator/Business license (pass/fail requirement), be registered and active in SAM.gov at submission and award, and maintain Commercial General Liability insurance with $1,000,000 per occurrence / $2,000,000 general aggregate, Automobile Liability insurance with $1,000,000 combined single limit, and Workers' Compensation and Employer's Liability insurance with $100,000 per accident.
Evaluation weighs Technical Capability as most important, Past Performance as second most important, and Price as least important; Technical Capability and Past Performance combined carry greater weight than Price. Questions are due July 31, 2026 at 12:00 PM Eastern Time. The FCC will not reimburse travel costs for the site visit.
