About this opportunity
Harris County is soliciting statements of qualifications from Engineer of Record firms for design and engineering services on the Clear Creek Federal Flood Risk Management Project, Phase 2, Hughes Stormwater Detention Basin, with a pre-submittal conference on November 2, 2026, questions due November 4, 2026, and submissions due November 16, 2026 at 2:00 p.m. CST. Federal grant funding from the Texas General Land Office, FEMA, and HUD makes 2 CFR 200 applicable, and contractors must demonstrate HUB/MWBE utilization through committed subcontractor participation. Section 3 compliance applies to HUD-funded portions exceeding $200,000.
Services include project management, documentation, plans and specifications, cost and schedule risk analysis, field investigations, traffic control analysis, bidding-phase support, and construction-phase services. The contract runs until construction completion, expected by December 31, 2032. Firms must show at least five years of similar experience, no prior government contract defaults, active SAM.gov registration, and Texas Comptroller franchise tax registration. Submissions require a Statement of Offeror Qualifications on Form SF-330, references, a subcontractor listing, insurance documentation, a lobbying certification, and an addenda acknowledgment.
Evaluation weights are Firm Experience and Qualifications at 40 percent, Firm Capacity and Resources at 30 percent, and Organization and Project Methodology at 30 percent. Price is not an evaluation factor, and compensation is negotiated for fair and reasonable value after qualifications review. Up to five firms may be shortlisted for interviews, with final rankings combining qualifications and interview scores.
Contractors must comply with Davis-Bacon wage requirements if applicable, submit weekly certified payrolls, and maintain performance bonds for public works contracts exceeding $100,000 and payment bonds for projects exceeding $25,000. Required federal provisions must flow into subcontracts. Harris County may terminate without penalty if grant funding becomes unavailable, and all submissions are subject to the Texas Public Information Act.
