About this opportunity

The U.S. Army Corps of Engineers is soliciting bids on crack filling, sealing, and striping work at Caesar Creek Lake Project in Warren County, Ohio under a Total Small Business Set-Aside (NAICS 237310), with proposals due September 11, 2026. This is a small-business-only procurement — a hard eligibility gate.

The scope covers approximately 172,070 square feet of roads and parking lots at the base contract, with three optional items totaling approximately 107,620 additional square feet. Work includes crack cleaning and filling with hot-applied material at minimum 425 degrees, two coats of coal tar emulsion sealer meeting ODOT specifications with sand additive, and repainting of centerlines, symbols, arrows, and other markings in existing configurations using Park Manager–approved colors. The contractor furnishes all labor, equipment, materials, and personal protective equipment.

Work must begin within 14 calendar days of Notice to Proceed and complete within 120 calendar days, scheduled Monday through Friday, 7:00 a.m. to 4:00 p.m. Eastern Time, excluding eleven Federal holidays. The contractor must attend a mandatory pre-work conference and submit an Accident Prevention Plan, Activity Hazard Analysis, certificate of insurance, performance bond, and contractor representatives list. All personnel must undergo background investigations and comply with Homeland Security Presidential Directive 12; at least two crew members per team must hold First Aid and CPR certifications. The contractor must comply with Department of Labor prevailing wage rates, maintain OSHA 300 injury logs, report accidents immediately, and establish a documented Quality Control program with monthly work-related injury and illness exposure reporting.

All sealant materials and marking paint require Park Manager approval prior to use. The painting service includes a one-year warranty. The contractor is responsible for all flagging equipment and traffic control signage. Technical inquiries should be directed to Russell Curtis at 513-897-1050 or Russell.R.Curtis@usace.army.mil.
