About this opportunity
The U.S. Space Force (FA2543) is soliciting quotes for asbestos survey, sampling, and reporting services at Buckley Space Force Base, Colorado, under RFQ FA254327Q0003, with offers due December 7, 2026 at 5:00 p.m. local time. The acquisition is a total small business set-aside under NAICS 541620 (Environmental Consulting Services), with a small business size standard of $19,000,000. Services must be performed by an asbestos building inspector certified by the Colorado Department of Public Health and Environment (CABI), which filters bidders beyond the set-aside.
The work protects military and civilian personnel performing maintenance on base buildings, not contractors' own projects. The contractor must furnish all management, supervision, labor, tools, equipment, transportation, and supplies. Three firm fixed-price line items are included: routine asbestos surveys and bulk testing (up to 20 samples per call-out), independent asbestos abatement air monitoring with daily or weekly reporting, and emergency call-out response with two-hour on-site response capability. Solicitation documents include Service Contract Labor Standards wage determinations.
Each line item carries an individual ordering limit not to exceed $350,000 during the performance period, which runs five years from December 18, 2026 through December 18, 2031. Place of performance is Buckley Space Force Base, with listed jurisdictions of Arapahoe County and Aurora, Colorado. Payment runs through Wide Area Workflow, and bidders must be registered in the System for Award Management. Required representations include small business status, Iran sanctions compliance, and covered telecommunications equipment. Questions go to Kayla Barnett at 720-847-0000 or kayla.barnett.1@spaceforce.mil.
