About this opportunity
United States Coast Guard Base New Orleans is requesting proposals for exterior vertical surface cleaning of its Administration Building (approximately 60,000 square feet) and Industrial Building (approximately 40,000 square feet) under RFQ, with proposals due August 10, 2026, with work to be performed within 14 calendar days of award. This is a Total Small Business Set-Aside contract; only qualified SBEs may bid.
The scope requires pressure washing, chemical cleaning, or other industry-standard methods applied to exterior vertical surfaces of both buildings. The contractor must furnish all labor, tools, materials, transportation, equipment, supervision, and personnel. Work is scheduled Monday through Friday, 8:00 a.m. to 4:00 p.m., excluding federal holidays, unless otherwise approved. Required submittals include a detailed work schedule, report of findings, safety data sheets for all cleaners used, and quotes for any additional repairs identified during the cleaning assessment. The contractor must submit all required information within 14 calendar days after award, with the Coast Guard allowing 7 calendar days for review before work authorization. Site visits are encouraged; personnel require either TWIC, military, or prior approved identification, or vendors must provide names at least five business days in advance for badge creation.
The contractor assumes full responsibility for work site safety and OSHA compliance. All cleaners and detergents must be environmentally friendly and pre-approved by Base New Orleans Environmental Program. An Erosion and Sediment Control Plan must be pre-approved by the Contracting Officer's Representative to protect storm drains and waterways. The Service Contract Act applies. The contractor must dispose of all waste in compliance with the Resource Conservation and Recovery Act, with hazardous waste requiring pre-approval and manifesting. Any damage to government property caused by the contractor must be repaired or replaced at no cost to the government. No final acceptance occurs until the Contracting Officer's Representative approves the job site appearance. Electrical power and water utilities are available for contractor use, provided existing systems are not overloaded.
