About this opportunity

The City of Charlotte Aviation Department is requesting qualifications for land development consultant services at Charlotte Douglas International Airport (CLT) under RFQ AVIA 26-36, with statements of qualifications due September 16, 2026 at 2:00 PM EST. The City of Charlotte has established a Charlotte Business INClusion (CBI) Program requiring SBE participation goals to be negotiated for each task order; proposers must submit CBI Form #3 with their SOQs.

The scope encompasses advisory services on commercial development strategy for non-aeronautical landside parcels, issued on a task order basis. Services include market analysis, stakeholder engagement, land use planning, development strategy, financial feasibility analysis, target industry identification, and implementation planning. Multiple firms may be selected.

Compensation shall be provided at hourly rates and/or task order rates specified in Exhibit B, with reimbursable expenses complying with Federal guidelines and the City's Travel and Expense Reimbursement Protocol. The initial contract term is three years with options to renew for two additional one-year terms. An estimated contract start date is January 2027, contingent on City Council approval targeted for December 14, 2026.

Evaluation criteria are relevant experience and airport development expertise, market analysis and development strategy strength, development financial feasibility capability, stakeholder engagement experience, project team qualifications and capacity, CBI Program compliance, and quality of submittal and overall value.

A non-mandatory pre-submittal meeting is scheduled for August 26, 2026 via Microsoft Teams. Written questions must be submitted by September 1, 2026 at 5:00 PM EST. Evaluations are tentatively scheduled for September 24, 2026, with potential interviews the week of October 12, 2026. Statements of Qualifications must not exceed 35 pages double-sided (70 pages total) in 8.5" × 11" format with 12-point minimum font, exclusive of covers and required forms. All submissions must be made electronically through the eBuilder eBidding Portal. No binding contract obligation exists until City Council formally approves the award and both parties execute the agreement.
