About this opportunity
The U.S. Department of Labor's Office of Job Corps is requesting quotations for caretaker and security services at the Atlanta Job Corps Center under a Total Small Business Set-Aside (NAICS 561210), with quotations due June 25, 2026, and questions due June 10, 2026.
The scope encompasses all labor, supervision, equipment, materials, supplies, and management for security, facilities maintenance, grounds maintenance, and equipment and property inventory services to maintain the center in safe and operational condition at 4850 Washington Road, South Fulton, Georgia. The contract comprises a three-month base period (August 1 to October 31, 2026) and one three-month option period (November 1, 2026 to January 31, 2027).
Only small businesses are eligible to bid. Proposals must include organizational charts; project manager resumes demonstrating a minimum of ten years of progressive facilities and personnel management experience; three relevant caretaker services projects completed within the last five years, with at least one valued at $350,000 or higher; safety and quality control program descriptions; and past performance data sheets for each referenced project. Service Contract Act wage determination applies, with hourly rates ranging from $11.15 to $52.20 depending on occupation, plus fringe benefits of $5.55 per hour for health and welfare (or $5.09 under Executive Order 13706), vacation, and eleven paid holidays annually. Contractors must comply with prevailing wage standards, paid sick leave requirements under Executive Order 13706, System for Award Management registration, and federal labor and compliance clauses including privacy breach notification and mandatory DOL training completion.
Award will be made to the responsible offeror whose quotation represents best value to the Government, with evaluation criteria—technical approach, caretaker services contract experience, safety and quality control programs, and past performance—weighted equally and collectively greater than price. Pricing must be submitted separately from technical proposals.
