About this opportunity
The VA Augusta Health Care System is requesting quotes for asbestos abatement services in Building 801 under a Service-Disabled Veteran-Owned Small Business set-aside, with quotes due September 24, 2026. This is a restrictive set-aside that limits competition to SDVOSB firms.
The scope encompasses removal and proper disposal of approximately 1,095 square feet of asbestos-containing floor tile with multiple layers and associated mastic, plus counter tops, exhaust hoods, sinks, and wall-mounted beaker drying racks in Rooms 6B-102, 6B-103, 6B-104 (6th floor) and Rooms 5B-102, 5B-103 (5th floor). The contractor must also provide labor for demolition of non-asbestos cabinets and casework, installation of VA-provided flooring materials and vinyl base, and preparation and painting of walls, doors, and door frames using VA-provided materials. Work includes air monitoring, sampling, proper notifications to authorities, and hazardous waste disposal. All personnel handling asbestos must possess required certifications.
The construction period is 20 calendar days from notice to proceed, with work limited to normal business hours 8:00 a.m. to 4:30 p.m., Monday through Friday, except federal holidays; any work outside these hours requires 72 hours advance written approval from the Contracting Officer. The contractor bears responsibility for all hazardous and asbestos-containing waste management, requiring prior written approval from the VA GEMS Coordinator and Contracting Officer before offsite disposal. The contractor provides a one-year warranty on all flooring and wall painting work and must utilize the VA's Electronic Document Management System for all project documentation. Compliance is required with VA Directive 7707 (Environmental Compliance), VA Directive 1085 (tobacco-free facility), and safety protocols including VA Safety Risk Assessment, Infection Control Risk Assessment, Pre-Construction Risk Assessment, and Interim Life Safety Measures procedures.
