About this opportunity
The County of San Diego's Department of General Services is requesting quotes for as-needed heating, ventilation, and air conditioning (HVAC) automation controls repair and maintenance services across nine County facilities, with quotes due July 30, 2026, under RFQ 13222. This is a Small-Local Business set-aside reserved exclusively for vendors meeting the County's Small-Local Business Policy (Board Policy B-53) definitions — a decision-flipping eligibility restriction.
The scope encompasses scheduled and emergency maintenance, operator coaching, technical support, data protection and recovery, and automation repair across County locations including regional centers, detention facilities, the health services center, and administrative buildings. The maintained equipment list includes multiple Siemens controllers, terminal equipment controllers, workstations, and specialized sensors. Contractors must maintain an active California State License Board Classification C-20 (Warm-Air Heating, Ventilating and Air-Conditioning) license and current Department of Industrial Relations registration, employ a minimum of five factory-trained Siemens technicians with at least three years' experience, and provide 24/7 emergency response with four-hour online/phone response and four-hour onsite response for critical emergencies or 24-hour response for non-emergency conditions. Contractor staff requires County security clearance and identification badges obtained through background investigations by the Sheriff's Department, California Department of Justice, and Federal Bureau of Investigation.
The initial contract term runs one year beginning July 1, 2026, with four one-year renewal option periods available through June 30, 2031, plus potential incremental extensions of up to six additional months. Compensation is structured as a fully burdened hourly rate covering wages, benefits, supervision, administration, transportation, and incidentals, with an estimated 700 regular hours and 150 after-hours support hours annually. Individual task orders cannot exceed $50,000; task orders between $25,000 and $50,000 require payment and performance bonds equal to 100 percent of the task order value. All work must comply with prevailing wage requirements and is subject to California Department of Industrial Relations compliance monitoring. Questions are due July 15, 2026, at 5:00 p.m.; quotes are due July 30, 2026, at 5:00 p.m., both submitted through the County's BuyNet platform.
