About this opportunity

The Lynchburg Redevelopment & Housing Authority is requesting qualifications from licensed and insured architectural and engineering firms for as-needed professional services, with proposals due July 15, 2026 (hard copies due July 29, 2026, at 3:00 p.m. ET), and a question deadline of July 20, 2026.

The Authority manages 328 public housing units across four complexes and administers approximately 1,100 Section 8 Housing Choice Vouchers. The scope spans architectural design, structural and MEP engineering, cost estimating, landscape design, site planning, energy efficiency consultation, and construction administration from schematic design through post-completion. Immediate anticipated work includes exterior lighting and security camera installation, roof renovations, ceiling repairs, and French drain installation at various Agency properties. All selected proposers must be qualified, licensed, and insured in compliance with HUD regulations, Title 24 CFR, and local procurement policies.

The Authority will award on best value rather than low bid. If multiple firms are selected, each receives a Guaranteed Contract Minimum Amount of $4,000 and a Not-to-Exceed Maximum Contract Amount of $400,000 annually under an Indefinite Quantities Contract. The contract period runs September 1, 2026, through August 31, 2027, with four one-year renewal options. Cost escalations are permitted annually, not to exceed prevailing wage rate increases, with contractor notification required 60 days prior to contract period renewal.

Evaluation criteria total 100 points across five subjective technical factors: demonstrated ability to perform work (20 points), capability to provide timely services (20 points), past performance in cost control and quality (20 points), knowledge of local and federal building codes (30 points), and proposal quality and organization (10 points). The Authority will not pay deposits, retainers, or travel expenses beyond IRS-allowable mileage. No fees are discussed during the RFQ process; negotiation occurs with selected proposers following evaluation. The Authority has not employed an A/E firm under contract for several years.
