About this opportunity

The Allegheny County Housing Authority (ACHA) in McKees Rocks, Pennsylvania, is requesting proposals for architectural and engineering services on an indefinite quantities, task-order-based contract, with proposals due August 26, 2026, and a pre-proposal conference on August 5, 2026.

The ACHA seeks qualified, licensed, and insured firms to provide A/E services across multiple disciplines—structural engineering, MEP systems, landscape design, environmental review, and cost estimating—for new construction, rehabilitation, design development, construction administration, and post-completion services. There is no incumbent contractor for these services.

The contract is indefinite with potential extension up to sixty days at the ACHA's discretion. If the ACHA awards to multiple firms, each receives a Guaranteed Contract Minimum Amount of $3,000 and a Not-to-Exceed Maximum Amount of $300,000 annually. The ACHA makes no representation regarding the quantity, dollar value, frequency, or timing of task orders and guarantees no minimum work volume. Fees are not proposed during the RFQ process; fees will be negotiated separately for each task order with the highest-ranked available firm, with negotiations limited to five business days per task order. Reimbursable travel expenses are limited to mileage at the current IRS rate and negotiable windshield time; other travel costs must be negotiated on a task-order basis.

Proposals are evaluated on a best-value basis using five subjective technical factors totaling 100 points: demonstrated ability to perform, timely service delivery, past performance in cost control and quality, knowledge of local and federal building codes, and construction administration experience.

Questions are due August 19, 2026, at 10:00 AM. Anticipated board approval is September 25, 2026. Submission requires one original and two exact copies of the proposal in a sealed package delivered to the ACHA office.
