The scope encompasses 12 primary tasks: project initiation, existing-conditions assessment, floodplain and resiliency analysis, environmental review support, redevelopment alternatives analysis, Phase 1 definition, cost estimating, design and construction document preparation, procurement assistance, construction administration, HUD modernization documentation, and a long-term master implementation plan. The Walter Todd development consists of 32 currently vacant units affected by the 2025 Frankfort flood with interiors partially removed. This is a qualifications-based selection (QBS) procurement under the Brooks Act; cost proposals are excluded from initial evaluation, and fees are negotiated only with the highest-ranked firm. Technical evaluation criteria total 100 points: relevant firm experience (20 points), key personnel qualifications (20 points), technical approach (25 points), capacity and schedule (15 points), public housing and flood-resiliency experience (10 points), and quality control approach (10 points). The contract will be structured in phased execution with a cumulative performance term not to exceed five years. Board approval and contract execution are targeted for October 26, 2026, with Notice to Proceed anticipated in late October or early November 2026.

Mandatory insurance includes professional errors and omissions liability of $1 million per occurrence, commercial general liability of $1 million per occurrence / $2 million aggregate, and comprehensive business auto coverage of $1 million combined single limit. Full compliance with federal Uniform Guidance (2 CFR Part 200), Build America Buy America requirements, Section 3 labor benchmarks (25% total labor hours, 5% targeted Section 3 labor hours), and Kentucky Model Procurement Code is required. Written inquiries are due by September 16, 2026.
