The scope covers evaluation of incident energy at electrical equipment throughout the 16 MGD treatment plant, establishment of proper electrical panel labeling, identification of required personal protective equipment levels, and recommendations for system improvements to ensure compliance with NFPA 70E and OSHA requirements. The facility, operational since 2009, includes preliminary treatment, primary and secondary clarifiers, aeration basins, blower facilities, odor control systems, ultraviolet disinfection, digestors, dewatering infrastructure, and emergency generators.

Qualifying firms must demonstrate experience with electrical systems in treatment plants, provide an organization chart, and document three similar Arc Flash study projects completed. Required insurance includes General Liability of $1 million per occurrence / $2 million aggregate, Professional Liability of not less than $2 million per loss, Workers Compensation of $500,000 / $500,000 / $500,000, and Auto Liability of $1 million per occurrence, with CFPUA named as additional insured.

Evaluation will be conducted using a qualifications-based selection process weighted across four criteria: project understanding and approach (20 points), relevant firm experience (35 points), overall staff experience (25 points), and record of success (20 points). Statements of qualification are limited to 20 pages excluding cover page and appendices. Questions are due August 13, 2026 at 2:00 PM.
