About this opportunity

The City of Thomson and McDuffie County Board of Commissioners is issuing a Request for Qualifications (RFQ) to procure on-call planning and environmental consulting services for the Thomson-McDuffie County Airport. The selected consulting firm will enter into a Master Agreement for a five-year term, with individual work authorizations and task orders negotiated on an assignment-by-assignment basis. The scope of services encompasses airport system and master planning, noise compatibility planning, environmental assessments, facility inventories, aviation forecasts, capacity analyses, airfield modeling, airport layout and terminal area plan development, compatible land-use planning, site selection studies, financial planning, and benefit-cost analyses. The consultant must demonstrate current pre-qualification from the Georgia Department of Transportation in Area Class No. 1.08 for Airport Master Planning and possess familiarity with Federal Aviation Administration regulations and State Aviation Programs. Submissions are limited to twenty-five pages, excluding tabs and cover letter, and must include team description and background, an organizational chart identifying the Project Manager, resumes for key personnel, relevant experience at comparable general aviation airports within the past five years, office location information, at least three current airport client references, regulatory familiarity documentation, and a current workload summary. Selection will be based on capability to perform project aspects, key personnel qualifications and availability, ability to meet schedules, quality of previous projects and cost management, subconsultant qualifications, branch office capability, construction inspection resources, understanding of project challenges, degree of interest and geographic familiarity, and capability to incorporate aesthetic and architectural concepts. The deadline for submitting questions is 2:00 p.m. on May 28, 2026, with four copies of qualifications due by 2:00 p.m. on June 8, 2026. Short-listed firms may be invited to participate in interviews at least seven days after notification, and site visits of the airport may be arranged upon request prior to submission.

This is a qualification-based selection process in accordance with FAA procedures, and no overhead rates, fees, or cost information should be included in submissions. No set-aside designations or restrictions on respondent types are specified in the procurement documents. The Capital Improvement Plan identifies a total five-year budget of approximately $15.1 million for airport infrastructure projects, with federal funding covering 90 percent of project costs and the remaining 10 percent funded through state entitlements and local funds. Major planned projects include runway and taxiway rehabilitation, apron and connector rehabilitation/reconstruction, perimeter airport security fencing, and obstruction removal, with design work scheduled primarily in fiscal years 2027-2028 and 2030, and construction activities planned for 2028-2029 and 2031. Individual project costs range from approximately $33,000 to $3.7 million, with the largest construction expenditures allocated to runway rehabilitation and taxiway extension projects. The Master Agreement value is not explicitly stated in the procurement documents; however, the consultant's fee structure will be determined through task-order negotiations based on individual scopes of work. All unsuccessful firms will be notified in writing no later than five days after the selection and contracting process is completed.
