About this opportunity

The California Governor's Office of Emergency Services (Cal OES) is requesting quotes for janitorial services at its Public Safety Communications Area 9 facility in Escondido, California, under RFQ A261017159, with proposals due September 18, 2026 at 4:00 PM. This solicitation is restricted to California-certified Small Businesses (SBs) or Disadvantaged Veterans Business Enterprises (DVBEs) — a hard set-aside that filters all responding vendors. A mandatory facility walkthrough is scheduled for September 11, 2026 at 10:00 AM, and written questions are due September 14, 2026 at 4:00 PM.

The scope covers approximately 1,500 square feet of office and shop/warehouse space at 1291 Pacific Oaks Place, Suites 100, 113, and 114. Services include weekly restroom sanitization, floor care, and trash removal; monthly high dusting, window washing, and carpet vacuuming; and semi-annual carpet shampooing and VCT/vinyl floor stripping, sealing, waxing, and buffing with anti-static wax in electronic areas. All work must comply with Green Seal GS-37 certified cleaning products and recycled-content paper supplies. Services are scheduled for Fridays beginning at 8:00 AM, excluding state holidays, and all work requires prior written approval from the Cal OES Contract Manager.

Contractor compensation is based on actual expenditures at binding rates per Exhibit B-1, with employee wages and benefits required to total no less than 85% of comparable state employee compensation under Government Code Section 19134. The maximum award value is $249,999.99 with no guaranteed minimum hours or service volume. The contract term runs November 1, 2026 through October 31, 2029. Bidders must hold current California business licenses, carry janitorial service bonds, demonstrate a minimum of three years of janitorial experience, and maintain $1,000,000 general liability per occurrence ($2,000,000 aggregate), statutory workers' compensation, $1,000,000 pollution liability per incident ($2,000,000 aggregate), and valid automobile coverage. Addendum #1, posted September 1, 2026, corrects Section 1 of the Statement of Work and must be incorporated into proposals.
