About this opportunity

Loudoun County, Virginia is requesting bids for exterior building rehabilitation and site improvements at the Valley Bank building in Leesburg under RFQ 703020, with proposals due July 28, 2026. The work must comply with the Secretary of the Interior's Standards & Guidelines for Historic Preservation — the controlling specification for this early-1800s three-story commercial structure.

The scope includes selective demolition and replacement of thirty-eight exterior windows and two exterior doors, masonry restoration and rehabilitation, stormwater systems improvements, exterior finishes, roof coatings, and miscellaneous related work. The project rehabilitates failing exterior components of both the original structure and the late-1980s modern addition while improving facade appearance and ADA accessibility. The 11,800-square-foot building sits at 20 East Market Street within Loudoun County's Government Center and Courts complex in downtown Leesburg, a constrained urban setting with limited delivery routes. Successful performance requires strict adherence to Plans and Specifications, federal preservation guidelines, and careful scheduling to minimize disruption to County Government operations and public spaces.

The County seeks a general contractor with demonstrated qualifications in historic preservation work. Responses must be submitted online through EVA at www.loudoun.gov/bids; the solicitation document contains full submission requirements and must be downloaded from that portal.
