About this opportunity

The Texas School for the Deaf is requesting qualifications from law firms to provide special education counsel services under RFQ 7-981-002, with proposals due October 13, 2026 at 3:00 p.m. Central Standard Time. The scope spans representation in special education and Section 504 cases before municipal, county, state, and federal courts; proceedings before special education hearing officers; matters before the Texas Education Agency, Office for Civil Rights, and other civil rights enforcement agencies; consultation on student eligibility, evaluations, individualized education programs, placement, services, and discipline; and representation at admission, review, and dismissal committee meetings and related conferences or negotiations.

Minimum qualifications are five years of professional experience in special education law, provision of services on at least three different contracts within the past five years, and availability of necessary personnel and skills. Preferred experience includes work with similar-sized projects, experience with the deaf and hard of hearing community, and prior work with Texas state agencies or school districts. Respondents must complete a pre-service or pre-employment affidavit as required by Texas Education Code 22A.055 prior to performing any services.

The initial contract term runs November 1, 2026 through August 31, 2027. TSD may extend the resulting contract for up to twelve additional months under the same terms and conditions with written consent of the awarded contractor. TSD reserves the right to award to a single contractor or multiple contractors based on best value to the state with no guaranteed volume or funding commitment specified.

Evaluation weighting is 20 percent for compensation and fees and 80 percent for qualifications and experience. Respondents must submit hourly rates by personnel title or job function on the provided price sheet. The contractor is responsible for all costs incurred in contract performance and must maintain all required certifications and licenses throughout the contract term.
